Crime and related concerns in the Averill Woods neighborhood

We are seeing an increase in crime in the neighborhood and believe a lot of it is because of the vacant lot that is in the middle of a group of us in the middle of our block. It does not have a fence and provides easy assess and exit to our properties. One of our neighbors homes was just hit today and they came in through this lot and escaped with quite a bit of merchandise this way also. Crime is on the increase and we are wondering if there is anyway that we can contact the person owning the lot to see if they would erect a fence. This would limit the traffic coming and going through this area. The same neighbor who just had the break in was barbarged with kids shooting BB guns through her 6-year old daughter's bedroom window. (There is an apartment building directly behind them with a large field of which the vacant lot is part of and sits on Waverly.)
